Monitoring & Evaluation Intern - Data Science

The Programme 

ROLE PURPOSE 

The Monitoring and Evaluation (M&E) Intern will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Project. 

He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project.  

He/she will also provide technical assistance to the Plan International implementing partners, particularly in relation to monitoring, reporting and governance issues.  

He/she develops a data management system for the project that can be systematically monitored and inform monthly and others reporting frames. 

DIMENSIONS OF THE ROLE 

Communicates within Plan International Nigeria, development partners and related government institutions in two States Borno and Adamawa.  

The M&E Intern will be responsible and ultimately accountable for the project’s Monitoring, evaluation and accountability and learning of the BMZ project and other M&E aspects deliverables from the donor requirements within the period of the cover. 

ACCOUNTABILITIES 

  • Assist in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement. 
  • Assist in the development and/or finalization of the project Work Plan and keep it updated in accordance with project activities and timeframes as relevant. 
  • Develop the overall framework for project M&E, for example mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems. 
  • Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation. 
  • Develop baseline data for project components and for all project indicators. 
  • With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources. 
  • Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required. 
  • Organize and undertake training with collaborating partners on M&E as required. 
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures. 
  • Perform any other project-related duties as specified by the Supervisor. 

SAFEGUARDING 

  • Ensures that Plan International’s global policies for Safeguarding Children and Programme Participants and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.  
  • This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures. 

The Monitoring and Evaluation Intern, shall: 

  • Commit and contribute to an environment where children and programme participants feel respected, supported, safe and protected; 
  • Never act or behave in a manner that results in violence against a child or programme participant or places a child or programme participant at risk of violence; 
  • Be aware of and adhere to the provisions with the Global Safeguarding Policy, Safeguarding Code of Conduct including the PII Prevention of Sexual Harassment Exploitation and Abuse Policy in public and private life; and 
  • Report and respond to safeguarding concerns and breaches of the policies in line with the applicable procedures of Plan International Nigeria. 
  • Conduct all MERL activities in accordance with MERL safeguarding standards, including assessing safeguarding risks and implementing mitigation measures.

Internal: 

  • Plan Nigeria Humanitarian Response Unit. 
  • Plan Nigeria Education unit. 
  • Various departments within Plan Nigeria (HR, Finance, Admin, Programmes etc.) 
  • Project Managers of projects, EiE Specialist, MERL Coordinator

Required Skills and Abilities 

Essential: 

  • Bachelor’s degree in Project Management, Social Sciences, Information/Data Management Science, or related fields. 
  • At least one (1) year of experience in monitoring & evaluation, data management, or humanitarian projects. 
  • Experience in developing M&E systems and performance tracking. 
  • Strong report writing, data analysis, and IT skills for database management. 
  • Familiarity with child safeguarding principles and international protection standards. 
  • Previous work with Government Agencies, IDPs, refugees, or vulnerable populations. 
  • Ability to conduct capacity-building and training on M&E frameworks. 
  • Experience working in emergency settings for instance participatory approaches to education, emergency preparedness, crisis/emergency relief management, or other related area 
  • Good knowledge and understanding of DO NO HARM principles and established international child protection standards (especially UNCRC) 
  • Demonstrate good knowledge and skills of Information Technology, in order to support the development and maintenance of database system of the project. 
  • Knowledge of developing an M&E system. 
  • Knowledge of child safeguarding. 
  • Well-developed analytical and writing/presentation skills. 
  • Excellent organization, and record/file keeping skills to ensure information, knowledge, and data are reviewed, maintained and monitored. 
  • Previous experience directly providing services to children at risk and victims of abuse, exploitation and violence
  • Demonstrate experience working with government agencies, actors, and other stakeholders at the national, district, and local levels in respect to data hubs  

Desirable: 

  • Working experience in direct and indirect project implementation with implementing partners. 
  • Demonstrate personal commitment to peace, tolerance and development. 
  • Experience working with IDPs, refugees and other vulnerable populations (ideal) 
  • Excellent interpersonal and problem-solving skills, creativity and flexibility. 
  • Understanding of gender issues in Nigeria, especially pertaining to the education sector. 
  • Team player, able to work respectfully and cooperatively with colleagues of different national and cultural backgrounds. 
  • Works well in and promotes teamwork, is comfortable in a multi-cultural environment, flexible and able to handle pressure well. 
  • Ability to read and write in both English and Hausa languages appropriately. 
  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
